Opinion of the Court

This matter is before the Court upon consideration of United States Magistrate Judge Sean P. Flynn’s Report and Recommendation (Doc. # 4), filed on October 18, 2019, recommending the denial of Plaintiff Arseles Devon Miller’s motion for leave to proceed in forma pauperis (Doc. # 2), and the dismissal of the Complaint with prejudice.
