I. BACKGROUND
Plaintiff commenced this civil action by filing a complaint. Doc. 1. On August 5, 2024, the undersigned ordered Plaintiff to pay the filing fee or file a motion for leave to proceed *in forma pauperis*. See Doc. 3.
