Zimmerman v. State, 944 So. 2d 1163 (Fla. 4th DCA 2006)…action in Leon County Circuit Court to vacate the arbitration award. The circuit court ruled in favor of FWUA, claiming it had no authority to review the arbitration ruling. The First District affirmed that decision. See State Dep’t of Ins. v.
